Minimum Qualifications
Acceptable Experience and Education
Bachelor’s Degree in Business Administration, Public Administration or a related field from an accredited university or college, or related field and two (2) years full-time experience overseeing volunteer programs;
Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Certificates and Licenses Required
Must have or obtain by date of hire a valid driver’s license applicable to job responsibilities, with a driving record acceptable to the County of El Paso, and proof of motor vehicle insurance. Certified Volunteer Administrator Certification (CVA) preferred.
Typical Duties
Essential Duties
Responsible in oversight of reporting, developing, and implementing systems procedures, and plans for all aspects of volunteer program operations; develops record-keeping, documentation, and service statistics; calculates service statistics and creates reports; provides leadership and direction in the development of short and long range plans;
Oversees and implements in planning, organizing, facilitating, and coordinating activities, events, and services; provides technical and administrative assistance in support of assigned program area; participates in developing, implementing, and supporting programs related to assigned program area in a manner consistent with Federal and State laws and policy & procedures;
Oversees and implements the developing and managing of an outreach and volunteer recruiting programs; develops and distributes handbooks and/or a variety of outreach and marketing material, such as flyers, advertisements, posters, event guides, newsletters, business cards, signs, and exhibits; assists with outreach strategies; prepares and conducts presentations;
Conducts field studies of performance indicators; performs surveys, and responds to inquiries and concerns regarding program activities;
Develops and provides surveys, reporting systems, and communications to the appropriate individuals or entities; includes concerns that affect the organization;
Maintains personnel files on all program volunteers; coordinates and conducts interviews, screening, and processing of applications; ensures backgrounds are conducted; provides reporting on all volunteer members; ensures adherence to policy and procedures, and annual compliance with all requirements; tracks service hours; assigns duties and creates schedules; manages volunteer leaves, resignations, disciplinary actions including suspension and dismissals; handle all volunteer complaints; ensures appropriate trainings are provided and tracks volunteers attendance;
Identifies, develops, recruits, coordinates, participates and/or presents training and orientation programs for all volunteer members and for the public, including standards, guidelines, plans and records;
Compiles data, researches, evaluates, and reports on program effectiveness; provides recommendations for modifications or improvements; reports deficiencies and follows up on corrective actions;
Assists in investigating problems or complaints; recommends measures to prevent recurrences; responds to concerns by phone, mail, and attendance at meetings and forums;
Acts as liaison for County volunteer services with businesses, news media, civic organizations, outside agencies, and service providers; makes presentations and conducts public and/or employee awareness and outreach activities;
Seeks sponsorship for special events and programs as necessary;
Represents the County and the departments at a variety of meetings including outside boards, groups, recruitment fairs and committees;
Participates in the preparation and administration of the program budget for assigned areas; submits budget recommendations; purchases and maintains equipment and supplies; monitors expenditures;
Prepares reports, meeting agendas and minutes, correspondence, handbooks, manuals, and forms; maintains a variety of files, records, logs, and databases;
Keeps departments updated on program agendas, issues, and initiatives;
Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and
Creates a high-quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.
Other Important Duties*
Performs such other related duties as may be assigned.
As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.
Job Summary
Summary of Position
The Volunteer Coordinator under general direction, provides management, compliance, and oversees a program for the express purpose of coordinating volunteer needs of various El Paso County Departments. The incumbent performs all aspects of program administration which includes management of the program and supervision over volunteers.
