Minimum Qualifications
Acceptable Experience and Education

Bachelor’s degree in business or public administration, Transportation, Planning or a related field and eight (8) years professional experience in transit operations and/or administration or experience in administration of transportation/public works projects or financial and operations management or fleet and/or facilities maintenance management experience, including 3 years in a leadership or management role;

Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Certificates, Licenses, and Other Requirements

Must have or obtain by date of hire a valid driver’s license applicable to job responsibilities, with a driving record acceptable to the County of El Paso;

Must have or obtain by date of hire a personal device capable of using multi-factor authentication to verify one’s identity when accessing the County’s network and systems.

Typical Duties
Essential Duties
Is responsible for supervising the planning and organizational growth of transit operations, safety and security protocols, administrative tasks, and maintenance activities; analyzes, identifies, and evaluates divisional operations to devise comprehensive long and short-term plans for strategies, resources, and requirements, and participates in the development and execution of transit policies, objectives, and benchmarks;

Implements the organization’s strategic and operational objectives by formulating actionable plans by enhancing operational procedures and evaluating staff performance, procedures, and processes to enhance ridership and elevates the overall public experience; deploys measures and controls to streamline interconnected activities and foster effective communication; and cultivates a culture of process enhancement and innovation within the team;

Oversees the day-to-day operations of transit services, including scheduling, maintenance, and workforce management;

Collaborates with internal and external stakeholders, including government agencies, community organizations, and transit partners, to enhance service quality and accessibility;

Ensures compliance with all relevant regulations and safety standards and implements measures to mitigate risks and improve safety outcomes;

Leads efforts to enhance customer experience, including implementing technology solutions, improving communication channels, and addressing customer feedback;

Manages budgets, and monitors financial performance to achieve operational efficiency while exhibiting good stewardship of the financial resources, and plans for future needs;

Provides vision, leadership, and guidance to a diverse team of transit professionals, fostering a culture of collaboration, innovation, and continuous improvement;

Directs department’s strategy, goals and objectives to be consistent with priorities, policies and procedures established by the LGC Board;

Irresponsible for all administrative, personnel and department operations; provides management, administration, organizational leadership, and team building; plans, assigns, supervises, trains and evaluates the work of professional, technical and administrative support staff; assigns duties and plans work of others; interprets plans, specifications, standards, policies, procedures, and regulatory codes;

Delegates authority and responsibility, and schedules program work on a long-term basis; establishes standards and priorities and ensures they are maintained by others, conducts performance evaluations, and personnel actions;

Maintains a highly competent staff to meet the established needs of the entities; implements personnel additions, changes or terminations within guidelines set by LGC Board; administers and formulates salary and personnel recommendations as they pertain to the department;

Prepares progress reports and departmental activity reports to communicate work of the Department to the LGC Board Commissioners Court, the public, and others;

Represents the LGC before other bodies, including elected bodies, and makes presentations and recommendations; represents the LGC and/or LGC Board with customers and media; and works with and makes presentations to a variety of elected officials, state and municipal officials, citizen groups and other policy-making entities regarding current and future development of the Public Transportation Department;

Ensures the fair and equitable treatment of all vendors and ensures the compliance by vendors with the County Ethics Code in all procurement matters, and reports all violations to the Ethics Commission;

Establishes and maintains effective public relations in a complex environment involving technical and non-technical personnel and respond to inquiries from customers, regulatory agencies, or members of the professional community; negotiates for the LGC’s best interests, responds to, analyzes and resolves difficult inquiries, grievances, or complaints and work with the LGC Board, committees created by LGC Board involving procurement matters, and other County Officials in achieving proper coordination, meets necessary legal and audit objectives, and in the development of efficient financial processes;

Prepares and submit reports required by the LGC Board in a timely manner, including agendas, minutes, inventory, training, and other reports;

Makes public presentations and represents the LGC on other committees, civic organizations, boards, or activities; communicates the County’s mission, vision and values through words and actions;

Manages multiple assignments and priorities to ensure the fulfillment of projects, tasks and responsibilities;

Makes complex decisions involving a variety of factors and a high degree of concentration and resourcefulness, and very strong organizational skills;

Substitutes, if assigned, during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;

Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and

Creates a high-quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.

As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.

Summary of Position

The Director of Transit Operations is a key leadership role for overseeing the efficient and effective operations of transit services under the authority of the El Paso Area Transportation Services, Local Government Corporation (LGC) and its member agencies. This position will lead strategic planning, implementation of policies and procedures, and management of resources to ensure the delivery of safe, reliable, and customer-focused transit services. The incumbent will plan and oversee TXDOT Transit grants and ensure compliance with all regulatory and grant requirements.
