Minimum Qualifications

***This job posting is hiring for two Director positions: one in the Challenge Unit and another in the Detention Unit.***

Acceptable Experience and Education
Bachelor’s degree from an accredited college or university in the area of Criminal Justice, Behavioral Science, Education, Public Administration, or related field and five (5) years of progressively responsible experience in correctional and/ or criminal justice field with three (3) years of management capacity in custodial confinement setting, childcare, corrections, and/ or criminal justice field, or related work;

Preferred

Master’s degree.

Bilingual (Spanish/English).

Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Certificates and Licenses Required

In order to access into the County’s network and systems, a personal smart device is required by the hire start date.

Must have telephone and report residence.

Must be at least 21 years of age.

Must meet qualifications and be eligible to be certified as a Juvenile Probation Officer and Juvenile Supervision Officer by the Texas Juvenile Probation Commission.

Must be able to obtain the Child Care Facility Administrator’s License

Must have or obtain by date of hire a valid driver’s license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.

Proof of automobile liability insurance coverage is required.

Typical Duties
Essential Duties – CHALLENGE UNIT

Directs the daily operations of the correctional facility;

Administers and implements established policies and directives; ensures policies and procedures comply with TJJD and US Marshal custody standards;

Manages and maintains discipline of staff and detainees, reviews and directs facility staffing requirements for compliance with supervision ratios and staffing requirements;

Monitors staff time and attendance, approves staff time sheets and time off, and monitors overtime budget and expenditures;

Creates and monitors staffing grid to ensure supervision ratios are met throughout all shifts;

Coordinates with Human resources department to address work related injuries, protected leave requests, and modified work issues;

Develops and maintains relationships with stakeholders, including health care and educational personnel, to ensure appropriate services are available to juveniles;

Facilitates and monitors correctional facility access to counselors, probation officer, court staff, law enforcement, and families;

Collaborates with other Directors to facilitate and address population balances and surges; coordinates with the Deputy Chief and Chief of Juvenile Services for population control and timely court processes;

Oversees and reviews budget for correctional facility; ensures adequate budget appropriations to maintain daily operations and equipment for officers and detainees;

Forecasts facility budgetary needs, to project expenditure requests and capital expenses for equipment;

Reviews contracts that include capital expenditures and service agreements for budgetary and security compliance;

Evaluates and inspects facility for proper operation;

Assesses facility capacity for growth and replenishment of capital equipment;

Inspects facility for operation, cleanliness, and maintenance needs in compliance with standards and requirements;

Ensures compliance with departmental policies and procedures and applicable state detention standards and local government codes;

Prepares required audit documentation;

Compiles and prepares all documentation needed for inspections of the facility and equipment;

Prepares required statistical reports and maintains an effective management system to ensure service delivery standards are met;

Creates and updates departmental and unit policies to ensure policies and facility operation are aligned with the Texas Administrative Code and TJJD;

Monitors and maintains a safe physical environment for all residents and staff;

Reports and investigates all allegations of abuse, neglect, staff misconduct, or exploitation reported in the facility;

Reviews and makes determinations regarding staff and juvenile grievances, reported violations of policies and procedures, and staff or juvenile sexual misconduct;

Addresses reported violations to appropriate supervisory personnel and agencies;

Supervises all staff assigned to the Challenge Academy and ensures they are given training necessary to have and maintain all necessary certifications;

Monitors and conducts evaluations of staff; makes recommendations for staff promotions and supervises staff disciplinary actions when required;

Conducts staff meetings with unit personnel and oversees the professional development of all Challenge Academy personnel;

Must be available to handle any emergency situations as they arise;

Substitutes, if assigned, during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;

Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts;

Creates a high-quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.

Essential Duties – DETENTION UNIT
Directs the daily operations of the detention facility;

Formulates policy and procedure to comply with the Texas Administrative Code, US Marshal custody standards and/or any future standards guidelines imposed by oversight agencies to include American Correctional Association or similar organization(s);

Ensures adherence to Detention Center and departmental policies, procedures, and directives;

Manages and maintains discipline detainees;

Manages and engages in professional development of staff, reviews and directs facility staffing requirements for compliance with supervision ratios and staffing requirements;

Creates and monitors staff time and attendance, approves staff time sheets and leave requests, monitors overtime budget and expenditures;

Coordinates with Human Resources department to address work related injuries, protected leave requests, and modified work schedules/duties;

Develops and maintains relationships with stakeholders, including health care and educational personnel, to ensure appropriate services are available to detainees;

Facilitates and monitors detention facility access to counselors, probation officer, court staff, law enforcement, and families;

Coordinates with other Directors to facilitate and address populations balances and surges; advocates to the courts through the Deputy Chief of Facilities, Deputy Chief of Juvenile Services and Chief Juvenile Probation Officer for population control and timely court processes;

Attends court hearings and testifies as required;

Ensures virtual court hearings in the Detention Center are coordinated in an effective and efficient manner;

Ensures youth have access to legal counsel via virtual platforms;

Ensures that detained youth attend in-person court hearings in a timely manner;

Collaborates closely with the department clinical unit to ensure clinical services are provided as needed and ensures that youth are transported to the appropriate medical/mental health facility when required;

Assist with budget responsibilities for the detention unit to include budget for detention facility; ensuring adequate budget appropriations to maintain daily operations and equipment for officers and detainees;

Monitors deliverables for all contracts associated with the Detention center; reviewing contracts that include capital expenditures and service agreements for budgetary and security compliance;

Evaluates and inspects facility for proper operation;

Assesses facility capacity for growth and replenishment of capital equipment;

Inspects facility for operation, cleanliness, and maintenance needs in compliance with standards and requirements;

Plan for continuity of operations and implement management controls, environmental controls, and administrative controls to ensure the provision of services in a safe and secure environment;

Assists in ensuring compliance with departmental policies and procedures and applicable state detention standards and local government codes;

Prepares required audit documentation;

Compiles and prepares all documentation needed for inspections of the facility and equipment;

Prepares required statistical reports and maintains an effective management system to ensure service delivery standards are met;

Monitors and maintains a safe physical environment for all residents and staff;

Reports and investigates all allegations of abuse, neglect, staff misconduct, or exploitation reported in Detention facility;

Reviews and makes determinations regarding staff and juvenile grievances, reported violations of policies and procedures, and staff or juvenile sexual misconduct;

Addresses reported violations of County and TJJD Code of Ethics.

Collaborates with El Paso Independent School District (EPISD) Delta Academy administrators in addressing and/or investigating Delta employee related behavioral or performance issues impacting the Detention Center, it’s clients and/or personnel;

Manages contracts assigned to detention to include contracts and agreements related to the provision of medical and psychiatric/psychological services;

Supervises all staff assigned to Detention and ensures they are given training necessary to be certified, if applicable;

Monitors and conducts evaluations of staff; implements and monitors quality assurance measures, to include video review and ensures staff are current on required training standards;

Makes recommendations for staff promotions and supervises staff disciplinary actions when required;

Conducts staff meetings with unit personnel and oversees the professional development of all Detention personnel;

Completes statistical reports pertaining to strategic goal completion, operational key performance indicators, and budget preparation;

As directed may be rotated or assigned to the Challenge Academy as directed to align with the organization’s strategic plan of sustaining a dynamic workforce and ensuring the professional development of its employees;

Job Summary

The Director of Juvenile Corrections serves as the facility administrator for the Challenge Academy; oversees the daily operations of the facility; plans, organizes, and forecasts needs for correction services; supervises staff in the performance of their duties and responsibilities; ensures a safe and secure environment for juveniles remanded to the Challenge Academy.

Summary of Position – DETENTION UNIT

The Director of Juvenile Detention serves as the facility administrator for the pre-adjudication Juvenile Detention Center; oversees the daily operations of the facility; plans, organizes, and forecasts needs for detention services; supervises staff in the performance of their duties and responsibilities; ensures a safe and secure environment for juveniles housed in the Detention facility.

Additional Information
Physical Demands

While working in the office, the incumbent will sit for long periods of time in front of a computer terminal using a keyboard and mouse, requiring hand and finger dexterity; lifting or carrying up to 30 pounds. In crisis situations it may be necessary for the Director of Juvenile Detention to become involved in evacuations of the facility, violent and non-violent physical crisis interventions, restraint techniques, riot control and extractions.

Work Environment

While performing the duties of this job, the employee is occasionally exposed to outside weather conditions. The noise level in the work environment is usually moderate.
