Minimum Qualifications
Acceptable Experience and Education
Bachelors Degree from an accredited college or university, plus two (2) years of experience in curriculum, learning and development, training, organizational development or in a related field,
Or any equivalent combination of experience and education which provides the required knowledge, skills, and abilities.
Bilingual in Spanish/English preferred.
Certificates/Licenses and Criminal Background Investigation
In order to access into the County’s network and systems, a personal smart device is required by the hire start date.
Must have telephone and report residence.
Must complete 40-hour Training for Trainers Certificate within the first year of employment
Must complete Motivational Interviewing Training within the first year of employment.
Must obtain CPR and First Aid certification upon completion within the first year of employment.
Must have or obtain by date of hire a valid driver’s license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.
Proof of automobile liability insurance coverage is required.
Typical Duties
Essential Duties
Coordinates and facilitates new employee orientation program for all newly hired staff;
Conducts new employee onboarding training, including the use of computers, core system software, procedures, and Safety & Security Practices;
Is responsible for developing, designing, and maintaining training curriculums for non-certified staff;
Leads the development of curriculum in collaboration with subject matter experts utilizing adult learning strategies to ensure it reaches all learning styles;
Creates curriculums by researching and reviewing legislative updates and will develop and interpret policies related to training and development of Texas Juvenile Justice Department (TJJD) standards;
Facilitates training sessions by leveraging various delivery methods (e.g. virtual and in-person) using multiple technology platforms;
Formulates, coordinates, and facilitates personal development and growth workshops;
Stays knowledgeable of learning & development-related systems, products, services and processes to ensure training is accurate and relevant;
Is responsible for training curriculums mandated by the Texas Juvenile Justice Department (TJJD), and all other applicable departmental training;
Maintains agency documentation and correspondence for required licensure, certification, and re-certification;
Develops specialty courses to align with organizational goals and initiatives, ensuring alignment with Department and Unit Policy and Procedures as required;
Works with the training team to update learning materials, operational policy documents, and procedures for training aides to ensure they are accurate and consistent;
Assists in the coordination of the annual departmental training schedule to include the quarterly new employee orientation calendar and work with managers to register employees for required training;
Obtains regular feedback from field trainers and/or management on trainee progress;
Provides on-the-job training as requested by leadership; in collaboration with management, following training follow-up to validate retention and application of learning;
Participates in higher-level training and development initiatives as requested;
Manages Training Manager weekly to ensure mandatory training for non-certified staff do not lapse and communicates with supervisors and Executive Team as necessary;
Assists in the organizational training and development needs assessment.
Prepares training records for all Departmental audits;
Participates on special committees for projects as directed ;
Responds to general questions related to certification and training;
Assists with planning, preparation, and facilitation of training events and presentations and prepares/arranges training and conference rooms for training events and presentations;
Assist in the inventory of training equipment;
Maintains, enters, and updates training data or records, utilizing Departmental systems, databases, or other departmental applications; prepares related reports;
Serve as a liaison between the training department and other unit/divisions;
Designs and implement training programs that improve employee productivity and effectiveness;
Conducts needs assessments, design training, develop instructional materials, deliver training sessions, and evaluate the results of training;
Uses various instructional methods to deliver training, including classroom instruction, e-learning, and on-the-job training;
Develops tools and resources that the employees can use to continue learning after the training program has ended;
Keeps up with Learning & Development trends to identify new approaches to training and organizational development;
Researches new training methods and approaches;
Creates flexible learning interventions that can be customized to the organization’s needs;
Represents the Department’s interest at various meetings and makes presentations to Commissioners Court, Juvenile Board, Stakeholders, and the general public;
Assists with writing and updating the Training Unit’s policies and procedures, creates and provides training for training processes and applications for the Juvenile Probation Department personnel;
Participates in the Department’s strategic planning and assists in meeting the strategic objectives of the Training Unit;
Demonstrates the commitment to meet the mission, vision, goals, and objectives outlined in the department’s strategic plan;
Attends and participates in meetings, training and information sessions.
Due to critical nature of Departmental training needs, must be available to respond to staff and team communication in a timely manner.
Maintains a professional caliber of attire and decorum.
Substitutes, if assigned, for immediate supervisor or co-workers during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;

Job Summary
Summary of Position
The role of the Learning and Development Specialist (L&D Specialist) is to provide relevant training to employees, ensuring a successful and productive employee experience. This requires strong communication and facilitation skills, as well as an understanding of adult learning best practices and analytical thinking. Building relationships with staff and department leaders is critical to the success of this role. Additionally, the L&D Specialist is responsible for ensuring compliance with established Texas Administrative Codes, local, state, and federal requirements, policies, and procedures within our Juvenile Justice Center. Individuals in this role will also make recommendations to management on process improvements, revisions to policies and procedures and employment engagement in learning spaces to aid in the continuous improvement of the employee experience.
