Minimum Qualifications
Acceptable Experience and Education
High school graduation, or its equivalent, plus at least five (5) years of grounds and turf maintenance or related experience, with minimum of one (1) year in a lead or supervisory role;
Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Certificates and Licenses Required
Must have or obtain by date of hire Texas driver’s license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.
Possession of a valid state of Texas Class B commercial driver’s license, or obtain within one year of hire, and maintain throughout employment in this position.
Possession of a Pesticide Applicators License, or obtain within one year of hire.
Subject to federal drug and local drug and alcohol testing regulations, which include pre-employment, post-accident, reasonable suspicion, random, return to duty and follow-up testing.
Typical Duties
Essential Duties:
- Coordinates daily activities and events assigned by the Groundskeeping Superintendent;
- As directed, supervises department employees, assigned probationary, community service workers, and seasonal personnel, including assigning and reviewing work; responsible for timecards, training, providing input on performance evaluations, and making recommendations on hiring, terminating, and disciplining personnel;
- Motivates and works with employees to correct deficiencies;
- Demonstrates leadership and ability to deliver efficiency and quality at the highest of standards;
- Stays abreast of new trends and innovations in the field;
- As assigned, substitutes for immediate supervisor or co-workers during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;
- Meets with superintendent to identify and resolve problems;
- As directed, performs duties involved with welding, plumbing, electrical, and mechanical;
- Operates light and heavy equipment including trucks, mowers, and other mechanical equipment.
- Performs minor repairs on facilities and light or heavy equipment;
- Performs routine preventative and regular maintenance on equipment and facilities; which may include landscaping, electrical, carpentry, mechanical, plumbing, irrigation, mechanical, painting, rock masonry, cement work, chain link fence repairing, and maintaining swimming pools;
- Inspects equipment and facilities on a regular basis to ensure proper maintenance;
- Performs routine construction repairs, which may include facilities, golf paths, roads, fences, clubhouse, picnic area, shelters, water fountains, lakes/ponds, bridges, and minor repairs on equipment;
- Paints interior/exterior of facilities;
- Prepares fields for seeding, fertilizing, and numerous sporting events;
- Maintains water jugs for use by public;
- Assists with the preparation for special events such as tree lighting, concerts, and sports tournaments;
- Maintains restrooms in a clean and sanitary manner; restocks restroom supplies;
- Maintains shop area clean and orderly;
- Maintains sprinkler system and water pumps, including installing, repairing, and replacing as needed;
- Mows, irrigates, fertilizes, tests soil, aerates, cultivates, trims trees, flowers, shrubs, and brush; plants trees and lays grass;
- Removes weeds, dead trees, and brush;
- Operates trucks, mowers, hand tools, and other mechanical equipment as needed;
- Leads daily trash collections on a routine basis.
- Ensures County lakes are free of trash/debris;
- Applies pesticides and herbicides as directed;
- Follows guidelines and requirements related to herbicides and pesticide programs, per required license;
- Traps and dispose of small rodents;
- Waters assigned areas using sprinklers, irrigation system, and water tanker;
- Performs daily routine preventative maintenance on all vehicles and equipment; inputs data of daily reports such as inventory and vehicle log inspections
- Corrects any unsafe action, improper conduct, rule violation, and take any necessary action by notifying chain of command of any incident, safety hazard or equipment failure.
- Maintains logs, material logs and equipment inventory;
- Picks up parts and supplies as directed;
- As directed assists manager in the opening or closing of the park, writing of daily work reports for employees, and organizing employees for the work day;
- Assists with the ordering of supplies and parts for equipment as needed;
- Cleans lakes and canals;
- Responsible for the proper use and cleaning of: tractor-draw mowers and other powered mowing equipment; accountable for tools and machinery;
- As directed operates light or heavy equipment;
- Troubleshoots and repairs irrigation system, both manual and automatic;
- Implements turf management and planting system on the park and golf course;
- Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts;
- Creates a high quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.
Other Important Duties*
- Performs such other related duties as may be assigned.

- As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.
Job Summary
Summary of Position:
The Parks Maintenance Worker, Senior performs day-to-day maintenance duties as assigned. The incumbent provides general maintenance in other county parks and surroundings area, operates equipment in El Paso County parks, golf course, and surrounding areas. The incumbent serves as the lead equipment operator and management of staff on site at work projects. The Parks Maintenance Worker, Senior is distinguished from the Parks Maintenance Worker, Intermediate classification by greater work complexity, broader work responsibilities, and lead work authority.

Knowledge of: personnel policies and procedures; advanced landscaping and turf maintenance; safe use and maintenance of hand tools and light and heavy equipment; irrigation systems including varying sizes of PVC pipe, sprinkler heads; park management and operation; principles and practices of supervision and training;; the English language. Skill/Ability to: understand and follow instructions; operate all equipment, machinery, and tools required in maintenance and up keep of park grounds, golf course applying safety standards to prevent hazards; schedule, supervise, train and evaluate assigned staff; tolerate outside working conditions, including exposure to adverse weather conditions; and maintain appropriate necessary certifications; demonstrate leadership and ability to deliver efficiency and quality at the highest of standards; schedule; establish and maintain cooperative and effective relationships with those contacted during the course of work; pass a background investigation.
