Minimum Qualifications
Acceptable Experience and Education

High school diploma or GED. Six (6) years’ experience turf management with two (2) of those years’ experience in irrigation, and three (3) years’ experience as a grounds maintenance foreman,
Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Certificates, Licenses, and Other Requirements
Must have or obtain by date of hire Texas Class C driver’s license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.

Chemical Applicator License required. License must be obtained within one year of hire.

Irrigation Specialist License preferred.

In order to access into the County’s network and systems, a personal smart device is required by the hire start date.

Typical Duties
Essential Duties
Supervises and oversees day to day field operation for maintenance of county parks and recreation facilities;

Supervises department employees, including assigning and reviewing work, monitors training sessions, conducts performance evaluations, and hires, terminates, and disciplines personnel;

Plans, directs, and coordinates, through subordinate-level staff, the department work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures;

Monitors and tracks employee work time;

Demonstrates leadership and ability to deliver efficiency and quality at the highest of standards;

Motivates and works with employees to correct deficiencies;

Manages the career development and performance of staff assigned;

Attends and participates in meetings, training, and informational sessions;

Participates in the development of policies and procedures; and monitors work activities to ensure compliance with established policies and procedures; and makes recommendations for changes and improvements to existing standards and procedures;

Oversees assigned probationary, community services workers, and seasonal personnel;

Oversees and directs the work of staff maintenance in park facilities involving: landscaping, electrical, carpentry, lawn mowing, mechanical; repairs of irrigation system, both manual and automatic; monitors, maintains for operation and preventive maintenance for pumps, suction lines, drains, piping bactericidal equipment, balance tanks, valves hair and lint skimmer traps, and flow control switches each system; preventive maintenance of pool facilities, electrical and mechanical equipment; and the application of fertilizer and seeding to turf;

Oversees and reviews the care of athletic field, playgrounds, and trails;

Examines new or existing landscape sites and irrigations systems prior to and during various phases and at completion of installation; ensures repairs, trade work, and materials conform to prescribed quality and safety standards;

Calculates water flows level and pressure requirements and limits using established formulas;

Supervises all maintenance of parks, pools, and lakes; schedules and supervises skilled grounds maintenance task utilizing specialized machines and tools;

Supervises and schedules maintenance of irrigation system, pump, fertilizer, disease and animal control, solid waste management for irrigation system; provides direction on the setting of irrigation timers; and schedules repairs and maintenances of sprinkler heads as needed;

Orders, reviews, and approves materials for the day-to-day operation of parks, pools, lake and warehouse activities;

Reviews performance of equipment operators, and pool maintenance, etc., and oversees the preventive and light maintenance of equipment assigned to the maintenance and equipment warehouse;

Provides budgetary information of risk management and education program;

Reviews reports regarding safety hazards on ground or equipment;

Audits maintenance logs, material logs and equipment inventory;
Maintains records of time, materials and equipment used for projects or services;
Maintains records of various reports, project update, meetings, and deadlines;

Monitors use of appropriate supplies, tools, and equipment and assists in purchasing recommendations;

Directs the setting up of various events; ensures events have all the necessary materials, supplies, and staff;

Directs Park construction and rehabilitation projects, involves; assists in the short- and long-range planning of parks and recreational grounds and facilities;

Investigates citizens’ complaints and responds appropriately; substituting for manager as qualified to; ensures the continuity of services and operations during temporary absences;

Stays abreast of new trends and innovation in the development of pool equipment, facility designs and operational techniques;

Substitutes, if assigned, during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;

Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and

Creates a high-quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.

Job Summary
Summary of Position
The Grounds keeping Superintendent under general supervision directs and supervises staff and activities relating to the operation of the operations of the County Parks and Recreation Facilities. In addition, the incumbent utilizes judgement in adapting and applying County and departmental guidelines, policies and procedures and enforces guidelines and requirements related to herbicide and pesticide programs. The incumbent directs the work in maintenance on County parks and swimming pools.

Reports to: Public Works Park Maintenance Manager

Directs: Parks Maintenance Worker, Intermediate and Senior, Pool Maintenance Technician and work release.

Other: Has frequent contact with other general public and other county employees.

Minimum Requirements: Knowledge, Skills, and Abilities
Knowledge of: plumbing, carpentry, painting, masonry, landscaping, tree pruning, fence repair, and general construction; park management; advanced landscaping and turf maintenance; personnel policies and procedures; principles and practices of effective customer service; principles and practices of leadership, supervision, training, and performance evaluation; operation of Aquatic Facility; English usage, grammar, punctuation and spelling; techniques for effective interpersonal communications; modern office procedures, methods and computer equipment to include Windows and Microsoft based products. Skill/Ability to: plan, schedule and supervise unskilled and semi-skilled workers engaged in construction, repair and maintenance activities; maintain accurate records; manage time well ;do inventory control and material ordering for parks, swimming pools, irrigation, playgrounds, etc.; demonstrate leadership and ability to deliver efficiency and quality at the highest of standards; operate all equipment, machinery, and tools required in maintenance and up keep of park grounds; read blue prints, and schematics pertaining to Aquatic equipment; operate personal computer using standard office operating software and general office equipment; prepare and maintain records; maintain filing systems; communicate effectively both orally and in writing; understand and carry out routing oral and written instructions; be dependable and self-motivated; train staff; to deal with the public courteously and effectively; work under stressful conditions, and establish and maintain cooperative and effective relationships with those contacted during the course of work; Pass a Background Check.
