Position Overview
Accounts Payable Specialist is to support the department with timely resolution of the comprehensive accounts payable issues. This position reports to the Accounts Payable Supervisor.
Job Duties/Responsibilities
- Coordinates with other divisions within Harris County Engineering Department, Precincts, and local agencies
- Request new purchase orders, addendums, and replacements in PeopleSoft.
- Receive/Process invoices through eBuilder.
- Review and approve invoices in OpenText.
- Coordinate with vendors.
- Receive/Process requests from eBuilder and Tririga.
- Receive invoices in PeopleSoft.
- Monitor PO balances and allot payments to correct accounts.
- Enter Court approval dates for invoices.
- Process RFPs
- Conduct research, assembles and analyzes data.
- Meet deadlines.
- Performs other duties as assigned.

Requirements
Education
- High School diploma or equivalent
Experience
- At least 2 years Accounts Payable experience
Knowledge, Skill & Abilities (KSAs):
- Office 365 Experience (Outlook, Word, Excel)
- Ability to operate basic office equipment.
- Adobe PDF
- Strong written and verbal skills to communicate effectively with the various governmental agencies and the public.
- Strong organizational skills in maintaining records and files.
- Analytical skills and attention to detail – review invoice coding/images
- Accuracy and efficiency – input data timely & accurately
- Ability to learn newly implemented software with proficiency and adapt to procedure changes with ease.
- Ability to effectively prioritize daily tasks and be able to work on multitasks within time constraints as required.
- A valid Texas driver’s license, a good driving record, and the ability to drive county vehicle.
- Appear for scheduled work and regular, reliable, and punctual attendance.
- Establish and maintain cooperative, effective, and productive working relationship using tact, patience, and courtesy.

Experience
- Experience with Invoice OCR – Workflow Management Systems
- Experience with complex procure-to-pay solutions Systems.
- Experience developing and delivering training.
Knowledge, Skills, and Abilities (KSAs)
- Knowledge of PeopleSoft ERP system
- Proficient Microsoft Excel skills and good working knowledge of Microsoft Office Suites (Word,
- Outlook, PowerPoint, Visio)
- Ability to exercise flexibility in accommodating shifting priorities, demands and schedules.
- Working knowledge of Harris County government and procedures
- Knowledge of eBuilder project management software
General Information
Position Type, and Typical Hours of Work:
Full-Time | Regular | 40 hours per week.
hybrid schedule: Three days in the office and two days working from home.
Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload.
Salary:
Commensurate with experience, based on 26 pay periods.
Physical Demands and Environmental Exposure:
Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).
This position requires bending, stooping, and lifting to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
