CT is responsible for the Energy Division’s work to make transportation energy use clean, affordable, and convenient for all residents and organizations. The unit is made up of public service organizers who (1) invest in EV charging and cost reduction, and (2) influence state and partner actions through innovative ideas and reliable information.
This position reports directly to the Managing Director (MD) of the Clean Transportation (CT) unit. This position is the Assistant Managing Director (AMD) of CT, and represents CT internally with Energy Division and Commerce management, and externally with the Governor’s Office, Office of Financial Management, State Human Resources, WATECH, the Office of Equity, Environmental Justice Council, Interagency Electric Vehicle Council, and other agencies as needed to carry out the functions of CT’s work.
The AMD manages and is responsible for developing unit policies and operational procedures for all functions of the CT unit, including funding programs, EV Council operations, and public policy development. As a key strategic advisor to the MD, the AMD is a catalyst for making the unit’s work more effective and innovative in achieving its high profile mission.
This position has delegated authority to act in the absence of the Managing Director.
Duties
Operations Management:
Interfaces with Commerce support services, including budget, communications, community engagement, tribal relations, human resources, information services, and administrative functions.
Develops operational effectiveness, efficiency, and compliance and implements internal controls for CT unit.
Develops and manages implementation of unit policies, procedures, and manuals.
Ensures timely and accurate responses to external inquiries.
People Management:
Partners with Human Resources to manage the unit’s hiring, onboarding, and retention activities. Ensures training requirements and goals are met by CT staff and grantees.
Manages the positions responsible for public engagement, data management, internal controls, EV Council coordination, and administrative functions.
Ensures training requirements and goals are met by CT staff.
Facilitates unit cross-collaboration that builds a positive team culture.
Performance management:
Manages the unit’s performance measurement activities, ensuring a data-driven approach is used to make recommendations to the MD, Commerce leadership, Governor’s Office, and Legislature.
Qualifications
Required Experience:
Nine years of professional-level experience managing complex programs, procurement processes, grants, or loans. One year of the professional level experience must include supervision in a professional setting.
OR
Associates degree and seven years of professional-level experience managing complex programs, procurement processes, grants, or loans. One year of the professional level experience must include supervision in a professional setting.
OR
Bachelor’s degree in public/business administration, public policy, environmental science, or a closely related field and five years of professional-level experience managing complex programs, procurement processes, grants, or loans. One year of the professional level experience must include supervision in a professional setting.
Professional Level Experience Examples:
• Experience implementing hiring, onboarding, and employee evaluation processes.
• Experience working with state, federal, local government, or non-profit agency budget and policy processes.
• Experience using project management tools to implement efficient processes or procedures.
• Experience using data analysis or visualization tools to set and measure performance metrics.

Preferred/Desired Education, Experience, and Competencies.
• Three years’ experience managing clean transportation projects or working in the energy or transportation sectors.
• Advanced knowledge of electric vehicles, clean energy and vehicle efficiency technologies and related state and federal public policies.
• Professional level experience with managing and/or designing state funding programs.
• Two years’ supervisory experience successfully supervising, mentoring and coaching professional staff.
• Technical knowledge and aptitude of state legislative and budget processes.
• Experience working for, or in partnership with, organizations with missions focused on environmental or climate justice and/or experience collaborating with historically marginalized communities, tribes and low-income populations.
• Advanced knowledge of and extensive experience using project management tools to implement efficient processes or procedures.
• Advanced knowledge of and extensive experience using data analysis or visualization tools to set and measure performance metrics.

Work from Anywhere in Washington State
This position may be located anywhere within Washington State though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instruction. Many Commerce employees work remotely or have a hybrid schedule.
