Your opportunity at a glance:
The Washington State Liquor and Cannabis Board (WSLCB) Enforcement and Education Division is accepting applications for a permanent Captain (WMS Band 2). This position is located in Mt. Vernon, WA. The Captain reports directly to the Deputy Chief of Operations and independently manages a geographical region comprised of liquor, cannabis, tobacco and vapor licensees. The Captain oversees regional risk management, officer, sergeant, and lieutenant training and development, manages assigned budgets, oversees and assists with complex investigations, and directly supervises lieutenants in the region. This position ensures compliance with liquor laws and regulations through education and enforcement. This position manages the physical, financial and personnel resources of the region to ensure mission success and program integrity.

Duties
The Captain plans, organizes, directs, and coordinates the delivery of specialized law enforcement and regulatory services of a high degree of complexity within a designated enforcement region. Establishes regional goals to support divisional and agency strategic goal activities.

Responsibilities include, but not limited to the following:

  • Provides direction, advice and assistance to support staff and first line supervisors (LEO4’s).
  • Provides coaching and counseling to employees, initiating performance management, corrective and/or disciplinary action, if needed.
  • Investigates citizen complaints concerning subordinates’ actions.
  • Ensures appropriate and efficient use of the organization’s resources and enhances the effectiveness of employees through timely coaching and mentoring.
  • As part of the division management team, attends division management meetings and provides input regarding statewide issues, policies and decision.
  • Ensures standardized application of policy and procedures with other regional Captains.
  • Exercises law enforcement authority in compliance with state laws, state constitution and constitution of the United States of America.
  • Responsible for regional performance management reporting which includes activity tracking, compliance trends, data analysis, goal and target setting to improve compliance and/or reduce risk to public safety.
  • Participates in the recruitment process, sits on interview panels.
  • Responsible for delivery of regional liquor enforcement services under the division’s public safety mandate.
  • Meets with citizens, politicians, tribal representatives, other law enforcement agencies, licensees and their employees, media and other stakeholders on liquor, cannabis, tobacco, and vapor issues together with representatives from city, county, state and federal jurisdictions.

Qualifications
Required Qualifications:

  • Two years of experience as a Liquor Enforcement Officer 4.

AND

  • Two years of experience as a manager and/or supervisor, one year of which must include the supervision of a law enforcement unit of limited or fully commissioned Officers.

AND

  • Ability to participate in and practice defensive tactics techniques to insure self-protection and the protection of others.
  • Ability to participate in and qualify annually to carry a firearm.
  • Demonstrated ability to manage law enforcement policies and procedures.
  • Demonstrated ability to communicate effectively and collaboratively with law enforcement, community, union and stakeholders with inherently diverse interests.

OR

  • Bachelor’s Degree in Criminal Justice and four years of professional level experience as a governmental criminal investigator or regulatory agent commissioned with powers of arrest that includes successful certification of the Criminal Justice Training Commission Basic Law Enforcement Academy or its equivalent AND the experience and the abilities listed above.

OR

  • Associate’s Degree in Criminal Justice and six years of professional level experience as a governmental criminal investigator or regulatory agent commissioned with powers of arrest that includes successful certification of the Criminal Justice Training Commission Basic Law Enforcement Academy or its equivalent AND the experience and the abilities listed above.

OR

  • Eight years of professional level experience as a governmental criminal investigator or regulatory agent commissioned with powers of arrest that includes successful certification of the Criminal Justice Training Commission Basic Law Enforcement Academy or its equivalent AND the experience and abilities listed above.

OR

  • Six years of experience as a full-time Peace Officer after achieving the successful certification of the Criminal Justice Training Commissions Basic Law Enforcement Academy or its equivalent AND the experience and abilities listed above.
