About the Position:

(1) Part Time Deputy State Fire Marshal
(1) Program Coordinator
This position is required to supervise and direct the Plan Review Section programs and assigned personnel for the purpose of providing fire and life safety inspections, educational/training services, and construction plan review that strengthen and enhance public safety.
This position is responsible for directing, planning, and supervising the fire and life safety inspection program for assisted living facilities, group homes, childcare centers, residential treatment facilities, and enhanced services facilities. It is also responsible for directing, planning, and supervising the public school construction plan review program. Duties include statewide fire and life safety inspections and plan reviews of these facilities to ensure compliance with state mandates to meet licensing standards as established jointly with the Department of Social and Health Services (DSHS), Department of Health (DOH), and the Department of Children, Youth, and Families (DCYF). This includes developing and implementing fire and emergency prevention and preparedness training for the facilities we inspect. As part of the Division management team, this position is expected to participate in the development of, and ensures proper application and implementation of statewide procedures; interprets and applies agency policies; develops strategies and goals for assigned programs; and ensures quality customer service for the assigned facilities, stakeholders and partners.
About the Division:
The Fire Prevention Division is active in providing a variety of Fire Protection services including all risk mobilization, fire inspections on licensed care facilities, plan review of schools, data collection, analysis, hazardous materials training, and the licensing and certification of the fire sprinkler, fireworks, and cigarette industries to both public and private sectors. These sections provide planning, training, and technical assistance for firefighters and emergency responders who are mobilized for statewide emergencies such as hazardous materials, earthquakes, nuclear facilities, as well as other high-risk situations.

Duties
PROGRAM MANAGEMENT:
- Plan, lead, organize and control the work performed by assigned personnel. Ensure appropriate and optimum use of the organization’s resources and enhance the effectiveness of employees through timely appraisal and professional development opportunities. Support effective communications, be accountable for personal, professional and ethical conduct, and fully support the agency’s mission, vision, values and goals.
- Communicate and cooperate with professional organizations, stakeholders, and partners in support of and toward enhancing rules and internal processes.
- Provide technical assistance in response to inquiries from the public, legislature, state, local and federal agencies, licensees and the media.
- Manage rules development and review processes for assigned programs.
- Represent the programs and the FPB during contacts with professional associations, governmental groups and industry representatives.
- Participate in budget development, management, and accounting to ensure absolute oversight and adherence to ethical, authorized spending for assigned programs.
- Actively participate in the strategic planning process.
TEAM MANAGEMENT:
- Manage all Plan Review Section activities. Supervise assigned personnel. Develop expectations of assigned personnel with a focus on individual development and adherence to agency standards.
- Direct assignments that allow for a broad experience by assigned personnel. Develop training programs for assigned personnel to enhance performance and streamline internal processes.
- Establish performance development standards, expectations, and benchmarks for all assigned personnel. Establish a process for follow-up on projects as needed. Hold self and personnel accountable, take action to distinguish between low performance and high performance.
- Share information with assigned personnel and command staff in a timely manner.
- Create a culture of open communication to allow all members input and ownership in decisions that impact them.
CONTROLLED:
- Supervises 5 Deputy State Fire Marshals, 1 part-time Deputy State Fire Marshals, and 1 Program Coordinator.
- Develops standard operating procedures for inspections, educational programs, plan review services, and internal processes/related duties.
- Manages program personnel and works to meet statutory requirements and agency strategic goals.
Implements continuous Lean improvement processes in all areas.
INFLUENCED:
- Is the primary contact with the DSHS for assisted living and enhanced services facilities, and group home licensing, the DOH for residential treatment facilities licensing, the DCYF for childcare center licensing, and the Office of the Superintendent of Public Instruction (OSPI) for school construction.
- Is the primary contact with the Washington State Health Care Association.
- Actively participates in Division and Bureau management decision-making for work processes and expectations
- This position manages regulatory programs whose primary role is to protect the public’s health, safety, and welfare. The actions of this position affect living facilities, group homes, childcare centers, residential treatment facilities, enhanced treatment facilities, public schools, the DSHS, the DCYF, the DOH, the OSPI, the fire service and citizens of this state.
BUDGET:
- This position provides input into budget development and oversight, approval of expenses related to the Plan Review Section up to $1,000.
- This position also provides oversight and management of small contracts to ensure billings for reimbursement of our services are completed monthly.
Qualifications
Required Qualifications:
- Must have a High School Diploma or GED equivalent.
- Must possess a valid, unrestricted Washington State Driver’s License.
- Four years of experience as a fire prevention officer or code enforcement officer
- Strategic planning and organizational development experience
- Proven management techniques
- Ability to identify and manage conflict within the work environment
- Project management principles and tools
- Knowledge and experience using fire and building codes and standards
- International Code Council Fire Inspector I and II certification (or other equivalent national certifications at the Fire Inspector I and II level may be accepted upon review and verification of the certification requirements)
- Knowledge of the codes and standards applicable to the facilities regulated by the Center for

Special Requirements:
- Ability to successfully obtain IFSAC Fire Instructor I certification within 1 year of employment.
- Ability to successfully obtain Center for Medicare and Medicaid Services certification within 1 year of employment.
- Ability to successfully obtain International Code Council Fire Plans Examiner certification (or other equivalent national certifications at the Fire Plans Examiner level may be accepted upon review and verification of the certification requirements) within one year of employment.
- Successful completion of a pre-employment polygraph examination and background investigation.
