Minimum Qualifications
Acceptable Experience and Education
Associate’s degree from an accredited college or university in social, or human services, business or public administration or related field, and (2) year of experience in program development, emergency management/public safety, community outreach, volunteer coordination, or working with diverse populations, or with refugee social service programs
Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Certificates and Licenses Required
Must have or obtain by date of hire a valid driver’s license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.
Typical Duties
Essential Duties
Coordinates assigned emergency migrant/humanitarian operations including a variety of mitigation, preparedness, response, and recovery programs and projects;
Provides support for the response and preparedness of the County’s migrant/humanitarian operations with interior partners, including coordination with contractors, the Department of Homeland Security, City, County, NGO leadership of local and interior communities, El Paso Office of Emergency Management, other City departments, various community hospitality and homeless shelters, and non-profit organizations; evaluate regular and emergency communication systems;
Keep an updated database and mapping of potential and current welcoming communities nationwide;
Assists the Migrant Support Services Center operation which includes support to County team members, contracted staff, and the interior/receiving community, developing and implementing policies and procedures and trainings,
Establish and grow relevant national and regional/travel hub partners and coordinate reception efforts with those partners; Advocate for and facilitate an extension of welcoming efforts to other regions of the country;
Performs administrative and technical duties for the continued development and maintenance of the County’s migrant/humanitarian operations;
Develop and create content/information brochures/flyers for social media and for distribution;
Monitors program performance, establishes data tracking systems of all County migrant/humanitarian operations in coordination with County staff and County contractors/vendors;
Develop and implement a protocol and communication strategy for strengthening the relationships with interior welcoming communities; Work closely with local and national NGOs and CBOs to establish humanitarian reception protocols and inform about funding opportunities;
As directed participates on behalf of the County within the Emergency Operations Center or specified location during emergency and non-emergency migrant/humanitarian incidents including but not limited to major emergencies, disasters, training exercises and special events.
Develops relationships and coordinates response, preparedness, and efforts with reception/welcoming efforts with interior partners within and outside of the El Paso Region, acting as liaison on behalf of the county to ensure rapid and coherent response in emergency humanitarian situations;
Coordinate and manage philanthropic development opportunities with local NGOs and CBOs; Foster operational and policy linkages between the local stakeholder community and the interior welcoming communities across the country, as well as those of donors and development partners;
Provides orientation, training and project details to community volunteers and as directed assists in other public education presentations, training, and exercises involving various City and County departments, local, state, and federal partners, and multiple external organizations within the region and interior communities;
Assists in the development, maintenance and routine compilation and reporting of performance measures.
Document lessons learned and best practices in humanitarian response and nationwide collaboration, implementation, and oversight; Access best practices, share them with other local and national stakeholders and ensure their incorporation into the local response design process;
Assists in the preparation and administration of grants including Federal Emergency Management Administration (FEMA) and other grant sources;
Assist with managing the federal funding allocations (administrative and grants), maintain the financial integrity of the program, ensure most effective use of federal, philanthropic and local resources;
Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and
Creates a high-quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.

Must be available to work non-traditional hours and be on call as necessary for crisis situations;
May require out of town travel for professional conferences and meetings;

Maintains a professional caliber of attire and decorum at all times; and
As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.
Job Summary
Summary of Position
The Migrant Services Coordinator under the general direction of the Migrant Emergency Coordination Manager assists with various migrant/humanitarian services, preparedness, response, and welcoming efforts within the region and with interior partners/receiving communities for individuals processed and released by the Department of Homeland Security. This position will support the scheduling and overseeing the daily operations of the County’s migrant/humanitarian efforts within the division.
