Job Title: Continuous Quality Improvement Specialist Lead
Location: Olympia, WA – This position is flexible/hybrid, with a typical work schedule of Mon-Fri, 40 hours per week. A daily schedule will be agreed upon and approved following agency guidelines. This position requires frequent travel for monitoring, trainings and meetings statewide.

We are looking for a Continuous Quality Improvement Specialist Lead to join our Early Childhood Education and Assistance Program (ECEAP) Continuous Quality Improvement (CQI) Quality Assurance (QA) team to protect children and strengthen families by functioning as the highest technical specialist in ECEAP regarding ECEAP contractors’ continuous quality improvement, and monitoring. The Opportunity:
As the Continuous Quality Improvement Specialist Lead, you will develop capacity in ECEAP by implementing continuous quality improvement and monitoring systems, and tiered level supports for ECEAP and Early ECEAP contractors. In this role, you will also provide facilitation, expertise, implementation development, feasibility analysis, and technical assistance supports. This position will work under limited supervision and will exercise independent judgement daily.

Some of what you will get to:
Establish program priorities and objectives.
Develop program policy.
Track and process contractor applications for waivers and variances to the ECEAP Performance Standards and contract provisions.
Build capacity of contractors to self-monitor and engage in continuous improvement including providing technical assistance and consultation.
Supervise members of the ECEAP CQI QA team including planning, direction of work, and performance management.
Provide program/project updates to early learning division leadership for external communication.
Support statewide policy and procedures related to tiered quality systems for DCYF B-5 ECEAP.
Implement and recommend updates to long-range strategic plans for contractor monitoring and on-site ECEAP monitoring visits.
Develop and maintain cooperative relationships with contractors, including resolving conflicting issues and promoting collaboration.
Provide expert assessment of ECEAP service delivery to contractors to inform continued agency partnership.
Write, research, and analyze comprehensive reports, including desktop comprehensive reports.

Required Qualifications:
Education and professional experience at management-level in early childhood education, child development, early learning, publicly funded preschool education, comprehensive preschool programming, or closely related field, totaling eight (8) years AND a minimum of three (3) years of supervisory experience in an education setting.
OR

A Bachelor’s degree in education, public policy, business administration or political science AND four (4) years of professional experience at management-level in early childhood education, child development, early learning, publicly funded preschool education, comprehensive preschool programming, or closely related field.

In addition to those required qualifications, our ideal applicant will also have some or all of the following:
Expert-level knowledge in three or more of these areas: current research in early learning, developmentally appropriate preschool education, family engagement practices, early learning and family outcomes, direct services for low-income children and families, quality rating and improvement systems, coaching.
Computer proficiency, including Outlook, Word, PowerPoint and Excel.
Understanding of racial equity, the importance of lived experience, and a commitment to participate in DCYF’s and ECEAP’s efforts to advance racial equity in our policies, processes, and practices.
Experience providing coaching, training, or technical assistance in the early learning field.
Professional experience and demonstrated skill interpreting, analyzing and synthesizing data into documents and presentations.
Excellent written and oral communication skills, including skills for meeting facilitation, trainings, presentations, and consensus-building.
Knowledge and skill in technical assistance to and coaching of ECEAP contractors at a statewide level.
Expertise in the development and implementation of communications and outreach strategies using multiple communication channels and messengers.
