Minimum Qualifications
Acceptable Experience and Education
Master’s or Bachelor’s degree with an emphasis in social research, mathematics, statistics, computer science or a related field, from an accredited university or college and at least three (3) years’ experience in business analysis and relevant experience to this job description;

Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Certificates and Licenses Required
Must have or obtain by date of hire a valid driver’s license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.

Typical Duties
Performs high level collaboration and participates in systemic work groups, performing high level data analysis and presentations, at the direction of the CJC Director;

Supervises staff; provides work direction and technical instructions; arranges for staff training; sets and prioritizes work assignments; evaluates staff; implements corrective actions as necessary;

Is responsible for the coordination of data collection, data entry, data coordination, data analysis, data or information manipulation and presentation;

Provides oversight to CJC staff regarding data entry processes, fidelity, quality control, research projects and other related technical data initiatives; may provide oversight to the County Admin Data Analyst as directed by the Executive Director of Justice;

Uses best practices in research and statistical analysis, gathers data and designs reports to these two entities to be used in policy and operational decisions;

Researches best practices to recommend what data should be collected to determine critical outcome measures

Researches and gathers materials to conduct special studies regarding department projects; organizes and maintains various administrative, reference, and follow up files;

Gathers, organizes, and summarizes information for special projects; prepares various routine and complex reports, tables, graphs and statistical summaries; monitors and verifies the status of projects and ensures all parties are kept appraised on all matters;

Completes advanced statistical analyses, to include computing means, correlations, linear relationships; utilizes related software to graph data points and produce advanced statistical analysis; translates advanced statistical analysis into layman’s terms;

Works closely with and communicate effectively with advanced researchers;

Completion of spreadsheet development, data collection, data input, complex graph development, and other related duties;

Creates department performance reports on a monthly, quarterly and annual basis; presents findings to key system stakeholders; makes recommendations regarding data and process improvements;

Updates the county and CJC web sites with key performance outcomes, ensuring that data is accurate and up-to-date;

Works closely on key judicial metrics as they relate to the CJC and pretrial systemic performance outcomes; works closely with other county departments to ensure quality and fidelity in these measures;

Participates in the development of performance measures and policies, procedures, and master plans with both short and long term goals and objectives; provides quality service and work product as a part of the overall departmental strategic direction;

Provides recommendation and assists with decisions for development, coordination and implementation of schedules, procedures and programs for new systems;

Coordinates training of personnel on digital systems in the office containing administrative and official records;

Collaborates with a variety of stakeholders within the criminal justice system to assist in collecting accurate and meaningful data related to desired outcome measures;

Participates in evaluation and design of workflow, processes, various operations systems, etc. among various departments;

Communicates orally and written in clear and effective manner;

Provides recommendations for the implementation of programs and software for compliance with law;

Generates and reports results on performance measures for the Department and submits to respective State agencies and the judiciary;

Stays current on pending and upcoming legislative issues; Assists as directed in re-writing legislative recommendations regarding pretrial services and justice initiatives;

Performs Microsoft Office advance use;

Directs the configuration of systems according to business processes and department standards;

Directs logistics and technical issues;

Directs the customizing procedures and procuring specific equipment and materials for the department;

Analyzes reports and other output required to perform the duties for the department, and provides recommendations for improvement;

Responsible for implementing requirements for daily update submission to master files;

Communicates with department users for the analysis of data collection issues;

Coordinates with ITD for all software and hardware purchases;

Coordinates new enhancements to applications by vendors;

Trains functional users in the capabilities of their systems, assisting and familiarizing them with issues and problems in their related systems;

Presents recommendations to management in matters relating to technical solutions and/or improvements to data collection processes;

Provides data updates to key websites;

Researches best practices for criminal justice outcome measures to determine data sets to collect;

Ensures data results are properly captured on retention and retrieval system and archived for legal and security purposes; prepares archived reports as needed;

Provides daily or frequent reports to departmental managers as needed, as well as the judiciary;

Directs and participates in the development, coordination and implementation of schedules, procedures, and programs for department services;

Serves as lead worker on designated projects: works on other County projects and/or committees as assigned.

Other Important Duties*

May be assigned to other data projects outside of the CJC as directed by County Administration on an as-needed basis.

As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.

Job Summary
The Data Analyst Coordinator under general minimal degree of supervision is responsible for assisting in the coordination of data collection, analysis and reporting for the El Paso Criminal Justice Coordination Department and other county agencies as assigned.

Reports to: Criminal Justice Director or Designee

Directs: Date Analyst and may direct other Data Technicians

Other: Has frequent contact with the department staff, ITD, and other county employees; collaborates with high level stakeholders and other data teams, including high level presentations.
