DSHS ESA Deputy Regional Administrator
The Economic Services Administration has an opportunity for a personable and culturally competent leader to join the team in Region 1 Headquarters (which covers all Eastern Washington) as a Deputy Regional Administrator. Reporting directly to the Regional Administrator, you’ll have input in decision making at the regional level. Join us today!
Some of what you’ll do: You’ll be responsible for the implementation of programs and policies ensuring appropriate performance monitoring and management for the entire region. You’ll use your humbleness and communications skills to be proactive in the development of operational plans, assessment of personnel issues, recommending corrective actions, staffing allocation movement, and managing region-wide quality and performance. You’ll act as backup to the Regional Administrator and the other Deputy Regional Administrator when they are unavailable.
This position could be located anywhere within Eastern Washington utilizing a hybrid telework schedule from any Region 1 CSD location.
Some management responsibilities include:
Evaluate, monitor, and assess the operations of all services throughout the region.
Use data sources and analysis to recommend process improvement, identify areas of needed focus, and if necessary corrective action solutions.
Mentor and guide CSO Administrators.
Monitor field office budgets and assist with management and monitoring of the entire regional budget.
Undertake personnel responsibilities including hiring, training, managing labor relations provided in the Collective Bargaining Agreement.
Delegated authority for 2nd level grievances, leave requests, Reasonable Accommodations, and Disability Separations.
Undertake fiscal responsibilities to include advising on budget development and expenditures for staffing and direct client benefits.
Provide approval of regional purchases for goods and services. Evaluation of regional facility needs and operations options.
Support and oversee safety and emergency management in Region 1 CSO facilities.
Some leadership responsibilities include:
Serve as the liaison to Headquarters on behalf of the Region.
Serve on committees, workgroups, and as a subject matter expert in meetings, teleconferences, or other community settings.
Work with staff, customer peer groups, advocates, and media contacts to ensure ethical and responsive service delivery.
Ensure the region is ethical, responsive, and coordinates services and deployment of resources to maximize effort and deliver programs and services quickly, accurately, and within the rule of law.
Build and maintain relationships with federally recognized tribes and tribal entities.
Work in conjunction with the CSO Administrators to direct the development of comprehensive strategic work plans for maximizing operational effectiveness and efficiency.
Who should apply: Professionals with a bachelor’s degree* in social work, health or social science, public administration, or a related field and 4 years managerial experience in the service delivery field, and/or equivalent years of work experience.
Knowledge of DSHS Community Service Office operations, systems, programs, policies, and service delivery methods.
Proficiency in management principles, union management agreements, affirmative action, equal opportunity, employee development and experience with remote supervision.
Skills in data analysis, performance management, strategic planning, budget development, fiscal accountability and knowledge of federal, state, and department regulations.
Federal, state, and department regulations governing statewide public assistance services and operations, and knowledge of the legislative and rulemaking process and ability to interpret statutes, rules, regulations, and statewide operational policies.
*Equivalent experience will substitute year-for-year for the required education.
