GENERAL PURPOSE
The Fleet Maintenance Supervisor is responsible for assisting the Fleet and Facilities Manager in leading a team of mechanics, utility workers, and staff in the day-to-day operations of the Maintenance Department, with a focus on preventative maintenance and repair of MTD’s revenue and non-revenue fleets.
ESSENTIAL FUNCTIONS
Essential functions may include, but are not limited, to the following:
- Plans, organizes, schedules, and assigns preventable maintenance and repair work for MTD’s fleet of diesel and electric battery buses, and fleet of non-revenue vehicles including electric battery cars.
- Plans, organizes, schedules, and assigns fueling, vaulting, and cleaning activities for MTD’s fleet.
- Supervises work quality and productivity of mechanics and utility workers.
- Monitors daily road call reports for trends, analyzes the causes of road calls, implements reduction plans, reviews results, and makes modifications as needed to attain on-time performance and fleet reliability per district guidelines.
- Ensures all Driver Vehicle Inspection Reports (DVIR’s) are checked, repairs made as necessary, and signed off, prior to releasing vehicle back in to service.
- Maintains vehicle repair records and prepares maintenance related reports, including daily fleet status report, road calls, time card labor hours and fleet problems/issues for department manager review.
- Conducts meetings on safety, tool uses, equipment upgrade projects, and other related topics.
- Assists in creating and implementing SOPs and maintenance standards.
- Notifies Chief Safety Officer and department manager of all observed safety hazards and/or adverse conditions of existing safety equipment, and takes action to correct unsafe conditions as needed or directed.
- Insures all personnel use applicable district issued personal protective equipment.
- Complies with the drug testing provisions for safety-sensitive classifications as required by the Department of Transportation, MTD’s Drug and Alcohol Testing policy, and MTD’s Drug Free Workplace policy.
- In coordination with the department manager and Human Resources, counsels department personnel on problems affecting work performance, issues performance warning letters, and participates in disciplinary or grievance hearings as needed.
- Follows and adheres to workplace policies for maintenance staff and those outlined in the Collective Bargaining Agreement.
- Understands, keeps knowledgeable of, and complies with federal, state, and local regulations that affect service operations, such as hazardous waste disposal, OSHA and EPA.
- Assists in recruitment efforts for open positions.
- Performs related duties as directed and/or required.
QUALIFICATIONS
The following are the minimum qualifications, which an individual needs in order to successfully perform the duties and responsibilities of this position.
Education and Experience
- High School Diploma or GED, or any combination of education, including Trade School Certification, and experience to fulfill the duties of the position
- Minimum of four (4) years of experience in transportation fleet maintenance or a closely related field.
- Journey level experience as a bus/heavy duty truck mechanic and or equivalent formal mechanical education or training, including electric battery bus.
- ASE Certifications are preferred.
Skills, Abilities and Qualifications
- Possession of, or ability to obtain, a Class B commercial driver license with passenger and air brakes endorsement. Clean driving record required.
- Principles and practices of labor and materials cost-estimation; tools, equipment and materials used in a heavy-duty maintenance and repair facility; preventative maintenance.
- Mechanical knowledge of diesel trucks/buses.
- Knowledge of hybrid electric or all electric drive systems.
- Knowledge of EPA and Cal/OSHA rules and regulations including storage and safe work practices, use of protective equipment, and industry-applicable combustible or otherwise hazardous materials and spills containment.
- Knowledge of applicable local, state, and federal laws, rules, and regulations governing maintenance, repair, and procurement of public transit vehicles.
- Excellent organization skills.
- Work well under pressure and complete assignments within tight deadlines.
- Knowledge of the principles of supervision, employee motivation and engagement, and progressive discipline.
- Demonstrated ability to work well with diverse groups, and to establish and maintain good working relationships with co-workers.
- Effective communication skills in both oral and written form.
- Proficiency in MS Office applications and ability to learn and use computer based Fleet Maintenance Software.
- Prior experience in public sector, and transit specifically, preferred.
- Bilingual English/Spanish preferred.
