Under the general direction of the Programs Officer of the Washington Youth ChalleNGe Academy (WYCA), the Food Service Manager 2 manages the WYCA Dining Facility (DFAC) that is responsible for the preparation of more than 13,000 meals each month to feed up to 165 Cadets and 30 Staff members during two six-month periods (January to June and July to December) each year. The Food Service Manager 2 also supervises, coordinates and participates in the preparation and serving of food on all shifts at the WYCA. This position is a working manager/supervisor who directly and constantly interacts with the members of the Cadet Corps including during non-traditional hours, evenings, weekends, and holidays.

ABOUT THE YOUTH CHALLENGE PROGRAM
Who we are:
The WYCA was established under the authority and guidelines of the National Guard Youth Challenge Program. This is a voluntary program which includes a 22-week residential phase followed by a 24-month post-residential mentoring phase. The purpose of the program is to provide a highly disciplined, safe and professional learning environment that empowers at-risk youth to improve their educational levels and become responsible and productive citizens of the State of Washington. The National Guard Challenge Program is one of the most successful alternative education programs designed for high school dropouts or youth that are not progressing in a traditional high school setting and has graduated over 215,000 Cadets to date.

Duties
Some of what you’ll be doing:
Supervise and manage dining facility personnel.
Manage WYCA National Lunch and School Breakfast Food Service Programs.
Participate, demonstrate and ensure staff proficiency in planning, cooking, and maintaining quality standards associated with the institutional food service operations for the cadets that reside at the Washington Youth ChalleNGe Academy.
Oversee the process of staff leading and instructing cadets in general cooking, baking, meat cutting, and food preparation and service; evaluates cadets on performance, progress and attitude.
Qualifications
Required Qualifications:
Three years of supervisory or lead work experience in large-scale food operations involving work in the planning, organization, and production of meals, food procurement, storage, and preparation, or closely related work.
A Bachelor’s degree involving major study in institutional food management, restaurant management, or dietetics may be substituted for two years of the required experience.
Preferred/Desired Qualifications:
Current food worker card (also called food handler’s permit) prior to the first day employment in accordance with RCW 69.06.010 and WAC 246-217).
SERVSAFE Food Service Manager Certification
Experience:
Preparing meals for a school
Experience working with governmental food commodities
Knowledge of:
Inventory methods and food stores maintenance
Basic nutrition and USDA nutrition guidelines.
State School Breakfast Program and National School Lunch Program.
Skills / Abilities:
Supervise and train others in methods of cooking and food service
Participate in and instruct staff and cadets on the correct procedures of:
Preparing, cooking and handling food consistent with health requirements
Efficient serving
Sanitation
Care, maintenance and safe operation of equipment
Cleanliness of kitchen, dining area, utensils and equipment
Prepare menus, determining menu requirements, menu rotation and recipe research for weekly menus as well as special diets for medical and religious preferences to meet nutritional requirements; approve menu changes and alternatives as necessary.
Determine and order quantities to maintain inventory of food and non-food items.
Establish and maintain cooperative working relationships with others.
Assist in the development and monitoring of operating budgets, including controlling food and labor costs; determining needs and recommending acquisition of equipment, materials, and personnel.

COMPENSATION: Wage/salary will depend on qualifications or rules of promotion.
GENERAL INFORMATION:
You do not need to be a member of the Washington National Guard to apply for this position.

CONDITIONS OF EMPLOYMENT:
Routinely work a 40-hour work week as scheduled to provide ongoing customer and program support.
Carry items up to 50 pounds on a regular basis and between 10 to 20 pounds frequently to receive, stock, inventory, rotate and utilize bulk food supplies. Daily lifting of heavy pots and pans, weighing up to 50 pounds, from stoves/ovens.
Bend, stoop, reach and work in awkward positions in order to prepare food and clean, maintain and sanitize a broad array of commercial food preparation equipment.
Stand for an extended duration of time, up to 8 hours, to prepare and serve food to students and staff.

FOOD WORKER’S CARD (Also known as Food Handler’s Permit)
Furnish and maintain a current Food worker’s card on file at the WYA obtained through the Washington State online training program.
BACKGROUND CHECK:
Must successfully complete a pre-employment personal history and criminal background check investigation, which includes fingerprinting. The background check is required for all employees of the Washington Youth Academy due to the nature of these positions (working with vulnerable youth) and the safety requirements of the job. Applicants are required to complete and sign a WMD Applicant Background and Disclosure Statement and a Waiver and Authority to Release Information Form. Candidates will not have access to any investigative materials and files.
Must be willing and able to participate in periodic background checks in accordance with department policy. Failure to successfully complete any required background check may be cause for termination.
DRUG & ALCOHOL TESTING AND USE:
Willing not to use or be in possession of illegal narcotics or controlled substances while on, or off duty.
Willing and able to be free from excessive alcohol consumption.
Willing and able to pass drug testing requirements, including pre-employment (to include testing when employees change job classifications due to promotion or transfer or there is reasonable suspicion).
WYCA CAMPUS:
The WYCA campus is a tobacco, vaping, alcohol, drug and weapons free facility. Weapons and alcohol are not permitted anywhere on campus when employees are on or off shift. This includes any alternate duty station site or in employee vehicles. Use of tobacco or vaping products is not permitted anywhere within the confines of the Youth Academy (to include alternate duty stations) or in the view of students when performing off campus duties and responsibilities.
Ability, willingness, desire and commitment to work with at-risk youth in a 24/7 highly structured residential setting requiring extensive interaction and contact with at-risk youth and parents who may be disgruntled, angry, disrespectful (use of profanity, name calling, etc.), depressed and at times confrontational.
Individuals working with at-risk youth in a residential setting are subject to safety and security surveillance.
Must be willing to work in and around military facilities and programs.
TRAVEL/TRAINING/POLICIES:
Must complete annual first aid and CPR training/re-certification.
May be required to occasionally attend routine events, meetings or training at other locations. On rare occasions, travel in and out of the state for up to one week at a time.
Must comply with Department policies and procedures governing workplace conduct.
SHIFT WORK:
Position is subject to shift work and incumbent must be willing to work beyond established core hours/days when necessary to accomplish program activities and requirements, including responding to emergency situations in a reasonable amount of time when they involve Cadet health, safety, or security.
NGYCP-CA HANDS-OFF LEADERSHIP GUIDANCE:
Must be willing and committed to following the NGYCP-CA Hands-Off Leadership and Appropriate Relationships Guidance, recognizing that as a staff member of the Washington Youth Academy, our positions have implied authority over Cadets, regardless of their residential or completion status. This policy prohibits staff members from touching Cadets in an aggressive or harassing manner or in any way inappropriate to a professional mentoring relationship. Hands-Off Leadership prohibits staff members from using unprofessional language, including profanity, vulgarity or off-color jokes when interacting with, correcting or motivating Cadets.
Must be willing to follow directives and law pertaining to Hands-Off Leadership, Fraternization, Mandatory Reporting, and Appropriate Relationships. The uncompromising expectation for behavior in word and deed on the part of staff is nothing less than complete transparency and total professionalism.
DRIVER’S LICENSE:
Must possess a valid license to drive in the State of Washington.
Must meet requirements of the REAL ID Act to enter Washington State Military Department installation.
