Minimum Qualifications
Acceptable Experience and Education

Bachelor’s degree with an emphasis in social research, mathematics, statistics, computer science or a related field, from an accredited university or college and at least five (5) years’ experience in business analysis and relevant experience to this job description. With one (1) year of developmental supervisory experience.

Or any equivalent combination of education, experience and training which provides the required knowledge, skills, and abilities.

Certificates and Licenses Required
Must have or obtain by date of hire a valid driver’s license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.

Typical Duties
Essential Duties

Is responsible for designing and implementing data strategies and systems;

Is responsible for the implementation of an enterprise data governance program;

Oversees the collection, storage, management, quality, and protection of data;

Creates strategic data access policies;

Is responsible for overseeing data governance;

Improves and streamlines data systems within the County;

Implements data privacy policies and complying with data protection regulations;

Assists in facilitating the sharing of information between the County and public as well as between County departments;

Establishes and governs an enterprise data governance implementation roadmap including strategic priorities for development of information-based capabilities;

Develops data governance framework, with a focus on improvement of data quality and the protection of sensitive data through modifications to organization behavior policies and standards, principles, governance metrics, processes, related tools, and data architecture;

Establishes enterprise standards – including a uniform and repeatable system development lifecycle methodology;

Communicates the status, value, and importance of data collection to executive members and staff;

Establishes an architecture and a collection of integrated decision-support applications and databases;

Uses statistical software, analyzes data using statistical procedures, interpret results, and compile findings;

Uses statistical methods and relational databases to collect, compile and analyze data;

Completes advanced statistical analysis, to include computing means, correlations, linear relationships; utilizes software to graph data points and produce advances statistical analysis; translates advanced statistical analysis into layman’s terms;

Prepares data sets, and documents data structure and definitions;

Oversees the collection, storage, management, quality, and protection of data;

Researches best practices to recommend what data should be collected to determine critical outcome measures;

Develops and produces ad-hoc reports, dashboards, and analysis to assist in leadership decision making;

Works closely with and communicate effectively with advanced researchers;

Coordinates initiatives that will improve and assist County decision-making and outcomes through the use of data;

Works closely with County departments, data owners, stakeholders, and external partners;

Participates in the development of performance measures and policies, procedures, and master plans with both short- and long-term goals and objectives; provides quality service and work product as a part of the overall departmental strategic direction;

Provides recommendation and assists with decisions for development, coordination, and implementation of schedules, procedures, and programs for new systems;

Creates department performance reports on a monthly, quarterly, and annual basis; presents findings to key system stakeholders; makes recommendations regarding data and process improvements;

Trains on best practices regarding data analysis, database management, statistical methodology, data extraction, and development of interactive online reporting systems;

Ensures data results are properly captured on retention and retrieval system and archived for legal and security purposes; prepares archived reports as needed;

Presents recommendations to management in matters relating to technical solutions and/or improvements to data collection processes;

Communicates with department users for the analysis of data collection;

Directs the configuration of systems according to business processes and department standards;

Communicates orally and written in clear and effective manner;

Mentors other data analyst and provide project direction;

Enforces standards and qualitative measures of product and services;

Supervises department employees, including assigning and reviewing work, leave requests, training, setting goals, coaching, and conducting performance evaluations, and making recommendations on hiring, terminating, and disciplining personnel;

Motivates and works with employees to correct deficiencies;

Plans, directs, and coordinates, through subordinate-level staff, the department work plan;

Assists with managing the career development and performance of staff assigned; Meets with management staff to identify and resolve problems;

Assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures;

Demonstrates leadership and ability to deliver efficiency and quality at the highest of standards;

Substitutes, if assigned, for immediate supervisor or coworkers during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;

Attends and participates in meetings, training, and information sessions; Stays abreast of new trends and innovations in the field;

Other Important Duties*

Performs such other related duties as may be assigned;

Adheres to all County performance standards as well as departmental Key Performance Indicators (KPI) that measure individual work product;

Works both traditional and non-traditional business work hours, including but not limited to; evening shifts, weekends and holidays;

May be required to wear a uniform as per department appearance standards;

Performs the duties of Extended Emergency Support Attendant. This duty will extend beyond standard workday and weekend hours and is on a periodic rotational basis;

Occasional travel;

As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.

Job Summary
Summary of Position

The Data Analyst Supervisor oversees the collection, management, and storage of data across the County. Develop data procedures and policies, and work closely with various departments to collect, prepare, organize, protect, and analyze data assets while ensuring that the County meets industry best practices.

Knowledge of: SPS spreadsheet and SPS systems, PowerBI, computer software and hardware operations; standard software applications; computer peripherals, including printers, plotters, modems and scanners, mobile devices; the principles and practices of effective customer service; principles and practices of supervision and training; budget principles and practices; purchasing, accounts payable and other fiscal activities; English usage, grammar, punctuation and spelling; techniques for effective interpersonal communications; modern office procedures, methods and computer equipment to include Windows and Microsoft based products.

Directs: Supervises IT Data Analyst positions or staff as assigned

Other: Has contact with department heads and/or staff to coordinate and complete assigned responsibilities, outside departments utilizing automated systems or equipment developed and/or maintained by IT personnel, City and County of El Paso departments, vendors, contractors, outside agencies, and other county employees.
