Scope of Work
Senior department manager under the general supervision of the City Manager or an Assistant City Manager. Responsible for the administration, supervision and inter-departmental coordination of the Communications and Information Services Department (CISD). The department is comprised of the following divisions: CISD Administration, Information Services and Communication Maintenance.

Budgetary Responsibilities:
Prepares and administers the annual department budget. Assists City Manager in preparation of the annual budget for information technology and communications related product/services. Monitors expenditures during the year and makes recommendations for budget modifications or additional funds. Prepares the Technology Replacement Fund budget and ensures that equipment on the schedule is replaced in a timely manner.

Essential Job Duties

  • Administration of all operations under CISD, including but not limited to Information Services, Radio Systems, Communication Systems and Dispatch
  • Directs and manages all technology initiative; plans and coordinates activities to accomplish specific City-wide objectives
  • Directs the priorities, work programs, people and resource allocation within the Communications and Information Services Department (CISD)
  • Develops and presents departmental plans and funding strategies to support technology investments to the City Manager and City Council. This includes preparing and monitoring the
  • Technology Replacement Fund budget
  • Develops and presents special project reports for the City Manager and City Council including budgeting, planning, development and implementations of said projects
  • Directs the Communication division to include the dispatch of public safety personnel and the on-going management of all emergency communications systems
  • Maintains the public safety and public works Radio System to ensure availability and consistency of radio communications
  • Assigns and reviews plans and projects for growth and planning for the department
  • Performs other related duties as assigned

Physical and Environmental Conditions

Ability to sit, stand and transport self from building to building. Ability to lift and carry 20 pounds.

Required Qualifications

Ability to effectively communicate to the City Council, City Manager, residents of Midland, employees, subordinates and special groups requiring departmental information.

Requires strong and organizational and budgeting aptitude, as well as project coordination experience. Must demonstrate strong management skills and understanding of departmental related concepts. Ability to establish and maintain cooperative working relationships with staff, City officials, other departments and vendors. Must have strong contract negation skills Requires extensive knowledge of information and telecommunications technology for current and emerging trends. Must possess strong networking and technical skills.

Bachelor Degree in related field required; Master Degree preferred. Requires seven years of progressively responsible related experience in information technology, systems, strategic planning and project management. Valid Texas driver’s license required. Must be able to pass a full background check.
