Requirements
MOS Codes: 2530 (Navy), 08 (Coast Guard), 8018 (Marine Corps)

Education and Experience: A Bachelor’s Degree or higher in Public Administration, Political Science or related field, plus three (3) years of experience in researching and analyzing public policy and/or legislative proposals.

Licenses and Certificates: Valid Class “C” Texas Driver’s License.

General Purpose
Under general direction, research, review and analyze public policy issues and legislative proposals that affect the City of El Paso and its operations.

Typical Duties
Review public policy issues and make recommendations on local, state and federal legislation and other intergovernmental issues. Involves: conduct in-depth research and analysis of legislative proposals, prepare legislative analyses including fiscal impact assessment and implementation of recommendations. Analyze and interpret pending and proposed legislation, assess its impacts and prepare recommendations to adopt effective courses of actions.

Perform special projects as directed. Involves: plan, develop and execute special projects as assigned. Manage cross-functional teams. Work closely with departments, advisory boards and community groups to maintain efficient and effective progress towards agreed upon goals and objectives. Perform related incidental duties contributing to realization of unit or team objectives as required.

Develop and implement strategies to achieve City’s goals with local, federal and state legislative bodies. Maintain an awareness of legislative activities affecting City operations and inform appropriate staff of all legislative issues affecting the City and initiate appropriate response to proposed or pending legislation.
