The Department of Labor & Industries (L&I), an employer of choice is announcing an exciting opportunity for a Fiscal Analyst 3!
Reporting to the Payroll & Benefits Manager within the Office of Human Resources (OHR), this position is a lead Fiscal Analyst responsible for managing and devising methods and processes to resolve complex issues with a broad potential impact, including all agency overpayments and underpayments. If selected for this role, you will have the freedom to plan and prioritize your workload to meet business needs while overseeing the reconciliation of the Receivables and Garnishments General Ledgers.

Duties
Some of what you’ll do:
Oversee employee garnishments.
Manage all employee overpayments and underpayments.
Send out overpayment letters and work with employees on potential re-payment options.
Perform reconciliation of General Ledgers and complete financial reports.
Consult with the Office of Financial Management (OFM), Health Care Authority (HCA), and Washington Technology Solutions (WATech) as needed to make necessary adjustments to employee records.
Establish, integrate, and maintain accounting procedures for Payroll staff to follow; review internal policy for compliance with OFM standards and procedures.
Conduct audits as necessary to ensure employees are being paid correctly.
Prepare both internal and external journal vouchers (JV’s).
Oversee Fiscal portion of Shared Leave.
Perform Bill Analysis and Fiscal Impact Statements.
Provide support with Fiscal Year End and Quarterly Filings.

Qualifications
Required:
Four (4) years of professional accounting, auditing, budgeting or finance experience or other related professional experience. This experience should include reconciling as well as communicating complex concepts verbally and in writing.
Education with a focus on accounting, finance, business or related field may substitute year for year with experience.
AND 18 quarters or 12 semester hours in accounting, auditing or budgeting.
Desired:
Two (2) years of experience working in a State of Washington personnel or payroll office with 12 – 18 months experience running reports and processing payroll in the SAP/HRMS ERP personnel/payroll system.
One (1) year of experience conducting Bill Analysis and Fiscal Impact Statements.
Experience conducting training.
Familiarity with State of Washington civil service rules and collective bargaining agreement provisions.
Professional experience preparing, reconciling, and analyzing general ledger entries.
Professional experience in financial data analysis.
Professional experience in collecting overpayments.

For this position, telework is permitted part time and dependent upon business needs. There is an expectation to report to the office at least once a week. The assigned duty station for this position is Tumwater, Washington. L&I also offers flexible custom work schedules.
