The Department of Children, Youth, and Families (DCYF) is looking for an analytical and detail-oriented individual to join us as a Regional Contracts Supervisor (Contracts Specialist 3) to supervise Contract Specialist positions, as well as regional contract management and contract compliance activities on the Finance and Business/Contracts and Procurement team.

The Opportunity:

In this Regional Contracts Supervisor role, you will administer and manage regional contracts to ensure that contracted terms and conditions, and all applicable regulations, laws and policies are followed. This position ensures contract adherence by implementing all DCYF Contracts and Procurement Office Standard Operating Procedures (SOP’s), DCYF Administrative Policies, and contracting policies for the State of Washington. You will support agency needs to obtain client services, procurements, professional services, and goods essential to the DCYF functions that ensure services provided to clients contribute to the protection of children, so that children and youth grow up safe and healthy, in strong family environments that flourish. Some of what you will do:

Supervise regional contracts specialist within the Region 5 & 6 contract team.
Plan, assign, and review the work of staff, adjusting assignments and schedules to maintain adequate staffing levels and respond to fluctuating workloads.
Evaluate employee performance and prepares and submit performance evaluations and expectations.
Assess training needs of staff and arrange for or provide instruction.
Resolve staff issues, discipline and recognize employees, and counsel employees in work related activities and career development.
Ensure provider records are maintained in the child welfare case management system.
Develop, generate and sign template contracts, custom contracts and amendments in a timely and accurate manner.
Consult and assist contract program and fiscal staff in the creation of budgets.
Review and process contract requests, and research and resolve regional contract disputes.
Provide consultation, technical assistance, and training to regional contract staff, management, field staff and contractors on best practices, rules and regulations of all contracts.

Required qualifications:

Equivalent combination of education and experience totaling seven (7) years.

OR

A Bachelor’s degree involving major study in business administration, public administration, business law, commerce, mathematics, statistics, economics, or closely allied field, AND three years of experience in negotiating, administering or terminating government contracts, contract property management, contract cost or price analyses or contract compliance administration.

Degree must be obtained from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent verified by a NACES-approved organization at naces.org.

Foreign Equivalency certification must be attached to the application for degrees obtained outside the U.S. Incomplete applications may be screened out of the recruitment process.

In addition to those required qualifications, our ideal applicant will also have some or all of the following:

Experience in interpreting contract language and applying contracting policies, procedures, state and federal laws.
Experience working with customers from varying backgrounds.
Experience assuring compliance with policies, procedures, laws, regulations or contracted terms and conditions.
Computer Skills: Efficient in in Microsoft Office Suite (or equivalent).
Experience and knowledge in government contracting, to include performance based contracting standards.
