Minimum Qualifications
Acceptable Experience and Education
Associates Certificate or equivalent and four (4) years of experience in payroll, to include two (2) years clerical type work in an office environment; with one (1) year of developmental supervisory or managerial experience.

Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Certificates and Licenses Required:
Obtain by date of hire a valid driver’s license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.

Typical Duties
Essential Duties
Ensures office staff follows office policies and procedures; enforces office policies and procedures; sets work priorities;

Submits retro for back pay;

Performs payroll administration; reviews and approves time cards;

Selects, motivates, and evaluates department staff; provides or coordinates training and works with employees to correct deficiencies;

Plans, and coordinates, through subordinate-level staff, the department work plan; meets with management staff to identify and resolve problems; assigns projects of responsibility; and reviews and evaluates work methods and procedures;

Recommends modifications to department, policies, and procedures as appropriate;

Responds to requests for information, complaints, issues and concerns received via phone, in-person or by e-mail; assigns and maintains records; May respond to open records requests;

Oversees the storage and archiving of files and records;

Prepares and analyzes spreadsheet and report data; identifies problem areas; recommends actions to solve the problems;

Researches and resolves posting errors or problem payments; resolves discrepancies on accounts;

Reviews and enters personnel actions;

Reviews and enters time reports;

Reviews, codes and enters all new employees’ data and benefits;

Reviews and enters forms for late pays and other adjustments to payroll;

Reviews balance and edits report and makes corrections;

Prepares and makes corrections as necessary;

Compares actual payroll checks to check registers for correctness;

Prepares wire transfers forms, retirement, and savings bonds;

Files all paperwork used in the payroll process.

Maintains and submits monthly report.

Coordinates assigned services and activities with those of other divisions;

Performs general administrative duties, including maintenance of section files, reproduction of materials, and attendance at meetings representing the section as necessary;

Provides support, mentors, transfers knowledge, and skills to staff at all technical levels in a team environment to meet established goals and objectives;

Performs audits within the department;

Obtains information requested during audits, explains policy and procedure, and works to improve deficiencies;

Attends and participates in meetings, training and information sessions;

Stays abreast of new trends and innovations in the field;

Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and

Creates a high quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.

Job Summary
Summary of Position
The Payroll Specialist, Senior under general supervision is responsible for the accuracy of posting documents to meet reporting responsibilities. This designation is distinguished from the entry Payroll Specialist classification by greater work complexity and a broader range of work activities. As a senior member makes decisions and is responsible for assisting with scheduling and overseeing the daily operations of the division.

This classification typically performs duties at a department or office level.
