Education and Experience: Bachelor’s degree or higher in Engineering, Environmental Science, Business Administration, Public Administration or a related field, and two (2) years experience in solid waste operations , transportation, logistics, or construction, including one (1) years in a lead or supervisory capacity; or an Associates degree in Engineering, Environmental Science, Business Administration, Public Administration or a related field, and four (4) years experience in solid waste operations , transportation, logistics, or construction, including two (2) years in a lead or supervisory capacity.

Licenses and Certificates: Some positions require a valid Texas Municipal Solid Waste Facility Supervisors Class “A” License from the Texas Commission on Environmental Quality within one (1) year of appointment. Texas Class “B” Commercial Driver’s License or equivalent from another state.

Special Requirements: Incumbents of positions requiring a CDL or of a safety sensitive nature are subject to drug and alcohol testing, and may be required to pass physical qualification examinations in accordance with federal regulations.

General Purpose
Under general supervision, perform administrative and managerial work in directing the City’s waste and recycling collection, landfill operations, citizen collection station operations, special collections and other special programs.

Typical Duties
Perform a variety of administrative and managerial work in waste and recycling collection, landfill operations, citizen collection station operations, special collections and other special programs. Involves: Plan and help direct the City’s curbside waste and recycling collection, landfills, citizen collection stations and special collections. Oversee and supervise the daily operations of the assigned division or special programs. Assist in planning and directing operational activities such as work scheduling, equipment maintenance, methods and procedures, and environmental programs. Survey field conditions and workload and makes necessary adjustments. Inspect collection routes, landfills, special collections operations and citizen collection stations. Coordinate with Solid Waste Division Supervisors and Landfill Supervisors in the planning, organizing, and scheduling of operation activities for the assigned division or special program. Schedule the distribution of pertinent materials, notices, and information to the public. Evaluate operations to insure compliance with all local ordinances; state and federal rules and regulations. Recruit, train, supervise, and evaluate performance of personnel or special programs. Develop long-term plans and programs for the assigned division. Coordinate with other divisions, sections, and departments on various projects. Assist in the development and implementation of all programs related to waste and brush collection, citizen collection stations, landfill operations and development of outsourcing contracts. Develop and direct all source reduction programs such as composting, shredding and recycling. Participate in the formulation of the department’s policies and long and short-term goals. Assist in preparing, directing, reviewing and monitoring the operating budget. Assist in the analysis of division problems and evaluation of possible solutions. Develop, track and analyze performance measures and targets. Monitor budget for the assigned service area. Prepare reports and correspondence. Coordinate preparation of reports and recommendations, compose correspondence and represent the division at conferences and meetings when Operations Manager is absent. Perform related duties and fulfills responsibilities as required.

Perform related duties as required. Involves: Perform duties of immediate supervisor, coworkers or subordinates if necessary to ensure continuity of operations during absences. Maintain records and prepare reports. Create presentations. Respond to emergencies and resolve inquiries, complaints or unusual situations involving solid waste operations. Represent the City at various meetings and conferences and interact with a wide range of officials, county, state and federal agencies, department directors, vendors, consultants, utility companies, co-workers, media representatives and the public.

Supervise assigned personnel. Involves: Schedule, assign, instruct, guide and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes.
