General Statement

Manages and coordinates training for Police Officers, Police Cadets, Civilian Support Personnel, Emergency Communications Officers, and other Kyle Police Department employees. To ensure all officers’ licenses and certifications are maintained and valid through the Texas Commission on Law Enforcement (TCOLE). Coordinate the use of facility training rooms for internal classes and with other law enforcement-training providers and law enforcement agencies.

Essential Duties & Responsibilities

  1. Teaches, plans, and develops training and specialized training to provide development and continuing education programs for Kyle Police Department employees.
  2. Ensures all officers’ licenses and certifications are updated and valid through TCOLE as prescribed by TCOLE Rules and the Texas Occupations Code. Coordinates with Agency supervisors the scheduling of classes for all officers to maintain these licenses and certifications.
  3. Research law enforcement products, techniques, and procedures.
  4. Designs curriculum and course outlines, develops instructional methods, training aids, manuals, and other materials appropriate to the delivery of specific training.
  5. Coordinates use of classroom with other law enforcement-training providers, and other law enforcement agencies.
  6. If Applicable, Coordinates and maintains the Kyle Police Department Law Enforcement Training Advisory Board (KPDLETAB). Must act as an Ex-Officio member and report to the Board the Training Coordinator’s Report at least once annually to maintain compliance with TCOLE.
  7. Must attend, or coordinate to have someone attend, the annual TCOLE Training Coordinator’s Conference to maintain compliance with TCOLE.
  8. Responsible for the coordination of processing new employee applications, coordinating all new employee and promotional testing, and interviews.
  9. Assist with the coordination of on-boarding of new employees, (i.e. personnel files, L-1, L-1T, L-2, L-3, F-5 and TCLEDDS) to maintain compliance with TCOLE.
  10. Answers routine questions from employees and applicants about employment procedures and policies, benefits, and other HR related topics.
  11. Assists Agency Leadership with continuous improvement of policies and procedures.
  12. Manages online Training Calendar for the Kyle Police Department.
  13. Manages all online courses for the Kyle Police Department.
  14. Manages all personnel training and course files.
  15. Manages both Training and Travel Reimbursement budget line items for Kyle Police Department.
  16. Compiles and completes all statistics and information for annual required questionnaires regarding personnel and training budget.
  17. Reviews all work products to ensure the highest level of quality.
  18. Performs other duties of a similar or related level and assists with special projects as necessary or assigned.
  19. Manages and coordinates all firearms qualification records for new, existing Kyle Police Department personnel, and Retired Weapons Proficiency.
  20. Assist with the scheduling of Citizen’s Police Academy classes.
  21. Attendance is an essential function of the job.

Qualifications, Experience, and/or Certifications Required

Minimum Qualifications:

  1. High school diploma or GED equivalent required.
  2. The individual should possess a thorough knowledge of law enforcement procedures and practices.
  3. The individual should possess a thorough knowledge of TCOLE Rules and Texas Occupations Code as it relates to their duties.

Preferred Qualifications:

  • Some college experience is preferred.

Licenses and Certifications Required:

Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Must be able to pass a thorough, pre-employment department background investigation.

KNOWLEDGE, SKILLS & ABILITIES:

  1. Must have ability to use and operate video, audio, and have knowledge of computers and other associated training equipment.
  2. Must have good skills in written and oral communication.
  3. Must have ability to establish and maintain effective working relationships with Kyle Police Department staff and co-workers, students, and employees of other law enforcement agencies, and other City of Kyle administrators and employees.
  4. Must possess the ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  5. Must have the ability to write routine reports and correspondence.
  6. Must possess the ability to speak effectively with employees of the agency, law enforcement personnel, and groups of citizens.
  7. Must possess the ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages.
  8. Must possess the ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  9. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
